City of Tulsa: Multi-Family Residential Utilities Customers

All multi-family customers with regular, residential water service are automatically enrolled in the program. Per City ordinance, multi-family customers are required to report the number of living units at their property so that EMS fees can be calculated and assessed. The monthly charge for multi-family customers equals the number of living units multiplied by 0.5 multiplied by $3.64. For example, the monthly fee for a 100-unit apartment complex would be $182 (100 x 0.5 x $3.64).

Tenants/residents of participating multi-family properties receive TotalCare benefits. This means your residents would not receive an EMSA ambulance bill if they needed emergency care. EMSA would collect any available insurance reimbursement, but would not bill residents for any copayments or other costs related to emergency service that they'd normally have to pay. Please note: EMSA will send statements/explanation of benefit forms (showing no balance due from patient) after an ambulance transport. Multi-family customers may opt out of paying the fee for the for the following program year (July 1-June 30 of the next year) during the month of June. Multi-family customers who opt out are required to obtain from each tenant a written and signed acknowledgement stating: that the tenant understands the property has opted out of the program; that the tenant may receive benefits by purchasing a TotalCare membership directly from EMSA; and that the tenant may be responsible for paying EMSA's full billed charges if he is transported and does not have TotalCare benefits. The acknowledgment must also notify tenants of EMSA's full billed charge ($1,100 plus $9 per mile, as of July 1, 2008) and must include the following EMSA contact information: telephone number, 396-2888; mailing address, 1417 N. Tenant acknowledgements are to be maintained on file by the utilities customer (do not remit to Utilities Services or EMSA).

To report the number of living units at a multi-family property or to opt out of the EMS fee, call City of Tulsa Utilities Services at (918) 596-9511. June 30, 2008 is the opt-out deadline for the July 1, 2008-June 30, 2009 program year.

If you've already reported the number of units at your property and wish to receive benefits for the coming program year, no action is needed (provided the number of units at your property have not changed). If you've already reported the number of units at your property and do not wish to receive benefits for the coming program year, you must contact Utilities Services at (918) 596-9511 before June 30, 2008 or billing will begin automatically.
